Scope

This Dynamic Purchasing System (DPS) has been established by the Malta Information Technology Agency (MITA) as a procurement tool to engage Economic Operators who can provide IT experts skilled in specific specialisation areas, including but not limited to:

  • Technical Consultancy (Enterprise and Solution Architecture)
  • Quality Assurance
  • Business Analysis
  • Scrum/Agile
  • Advanced Analytics, AI and Machine Learning
  • Robotic Process Automation
  • UI/UX design

 

Specialised IT experts are required to support MITA in its efforts to modernise its core IT systems. MITA currently has in-house project teams who are responsible for maintaining the existing core IT systems and re-writing the code in a modernised way. The project teams generally are composed by a Project Manager, Solution Architect(s), Product Owner(s) and Software Developers. Some of these project teams already have a mix of (in-house) full-time software developers and engaged external software developers through Economic Operators. The intent of this procurement is to inject specialised skills within the project teams to address current technical depth and enable project teams to work with more focus and innovation prospects. The immediate gaps that need to be addressed are:

 

  • Enterprise and Solutions Architects: Technical resources proficient at various levels of solution architecture (knowledgeable in the applicability of core disciplines such as service-oriented architecture, domain driven design, test driven design, automated testing, and other industry best practices). Expertise in JAVA is also being sought. These resources shall be required to work with the project teams’ Solution Architects to embed core disciplines across the project teams towards the writing of clean maintainable code. Such resources are needed to continue to assist with the modernisation of PMD IT landscape (including the establishment of a UX/UI[1] framework) and to transfer knowledge with PMD resources to address the current technical depths. 

 

In addition, the Azure infrastructure needs to be managed and maintained by skilled DevOps/DevSec Ops engineers who can develop and implement systems that enable the rapid and reliable delivery of secure software, automate the software delivery process, implement the required security measures within the DevOps process, develop tools for integration, manage cloud infrastructure, and monitor system performance, amongst others.

 

  • Business Analysts role to support Product Owners: Product Owners are all internal PMD resources who are knowledgeable in the business area(s) under their responsibility. Currently, Product Owners have business analysis tasks to prepare the work for the Dev Team.  Through this procurement, business analysts will be engaged to assist the Product Owners who will still remain responsible for the overall product and its roadmap.

 

  • Quality Assurance: The project teams are currently creating Quality Assurance testing framework and processes. Consultancy services are required to establish a Quality Assurance and Testing Strategy and choose the appropriate tools for automated testing in line with our agile methodology. In addition, project teams need to have Quality Assurance Engineers to assist in both manual, automated and other related testing functions.

 

  • Agile/Scrum process: The project teams have established their Product Backlogs and are following the agile methodology using scrum. Agile ceremonies are held and the implementation of Product Backlog Items is done through sprints using DevOps. A level of discipline, harmonisation and standardisation needs to be maintained across the teams. This requires dedicated resources for the long term and thus the engagement of Scrum Masters shall be key to support the project teams achieve their full potential in the use of Agile.

 

  • Advanced Analytics and Robotic Process Automation: Technical Consultants are required to drive innovation across the project teams and to identify opportunities that Advanced Analytics and Robotic Process Automation present and implement accordingly.

 

Term and Budget

The DPS shall remain established until the 24 September 2028. This date represents the last date available for the publication of invitation to tender for specific contracts.

The maximum estimated aggregate budget for Specific Contracts issued through this DPS shall not exceed €8,000,000 excluding VAT.

Information Sessions

MITA will be organizing Information Sessions with the scope of providing an overview of the DPS procedure, including the application and selection process for Economic Operators, and how specific contracts are issued by Contracting Authorities.
