Provision of Technical Consultancy Services - DPS 079/22

The Malta Information Technology Agency (MITA) has established a Dynamic Purchasing System (DPS) for the provision of Technical Consultancy Services.

Objectives

MITA is issuing this call for the establishment of Dynamic Purchasing System (DPS) for the procurement of Technical Consultancy services, that will run till the end of 2026.
The technical consultancy services can include consultancy on specific technologies / services / platforms and possible assistance in their implementation projects.

The main areas where technical consultancy may be required are but not limited to:

  • Security
  • Data & Artificial Intelligence (AI)
  • Machine Learning (ML) & Automation
  • Enterprise Architecture
  • Digital Identity and Authorisation
  • Technology Platforms/Services
  • Digital Transformation Advisory
  • Digital Strategies, Policies and Frameworks


Each individual Specific Contract will define the particular needs in terms of the technical consultancy services required, and the particular resources/skills sets that are required. The Specific Contract shall also detail any particular conditions related for the execution of services, including any requirements related to work on-site with the Contracting Authority’s resources.

Specific Contracts related to Security, shall require resources assigned on the consultancy, to have Security clearance from their respective residence country Security Agencies.
All consultancy services to be delivered under this DPS shall be delivered exclusively from within the EU territory and GDPR adequate countries only.

 

Term and Budget

The DPS shall remain established until the 29 December 2026. This date represents the last date available for the publication of invitation to tender for specific contracts.

 

The total aggregate value of specific contracts is of Six-hundred thousand Euro (€600,000) excluding VAT. MITA reserves the right to augment the budget during the period of establishment of the DPS, should the need arise to seek additional technical consultancy services.

 

During the establishment period, MITA shall issue a number of specific contracts, depending on the Agency’s and Government’s requirements for specific technology consultancy. Each of these specific contracts shall run for an engagement period of not more than six (6) months and with a budget capped at forty thousand Euro (€40,000) excluding VAT

Information Sessions

MITA will be organizing Information Sessions with the scope of providing an overview of the DPS procedure, including the application and selection process for Economic Operators, and how specific contracts are issued by Contracting Authorities. These Sessions will be of particular interest to Economic Operators who supply the equipment and consumables related to this DPS, and to Public Procurers who intend to procure related equipment and consumables in the near future.
