Provision of Microsoft 365 Copilot related solutions and services - DPS 060/26

This DPS is being established to enable the procurement of Microsoft 365 Copilot related solutions and services for the Government of Malta.

The DPS will be made available to those Ministries and Officially Appointed Bodies (OABs) who use the Government Enterprise Agreement procurement framework managed by MITA. Contracting Authorities will issue the Specific Contracts through this DPS.

Admittance to the DPS

MITA shall be administering the DPS and evaluating those economic operators that meet the eligibility and selection criteria to be admitted to the DPS.

The first stage of this DPS (establishment and admission of economic operators) shall be regulated by the General Rules Governing Dynamic Purchasing Systems. The second stage of this DPS (issuance of Specific Contracts) shall be regulated by the General Rules Governing Tenders.

All admitted participants to the DPS shall be invited to tender for each specific contract, in line with the provisions of the General Rules Governing Dynamic Purchasing Systems.

Specific Contracts

Each individual Specific Contract will define the particular needs in terms of the services required, the scope of deliverables, and the specific resources to be allocated. The Specific Contract shall also detail any particular conditions related to the execution of services, including requirements for on-site work with the Contracting Authority’s resources, compliance with security and data protection standards, and adherence to project timelines. Furthermore, Specific Contracts may include provisions for service level agreements, performance monitoring, and reporting obligations to ensure accountability and quality of service throughout the duration of the engagement.

Specific Contracts related to Security, shall require resources assigned on the consultancy, to have Security clearance from their respective residence country Security Agencies. Suppliers must provide formal evidence confirming that the assigned resources have obtained the required security clearance from the competent authority.

Clarification Sessions

Vendor Briefing and Clarification Sessions may be held on the dates and times indicated in https://www.etenders.gov.mt/epps/  and https://procurement.mita.gov.mt/ to provide an overview of the DPS procedure and answer any queries raised on the DPS procedure. Any pertinent information raised during such sessions shall be posted as an addendum to the DPS Document on the ePPS.

The briefing sessions will be held through Microsoft Teams with an approximate duration of one hour.

In order to participate in the clarification meeting, interested candidates are to register their interest and attendance by registering through the URL: https://procurement.mita.gov.mt/

A maximum of two representatives per tendering party may register. A calendar invite with the link and instructions related to the proceedings of the online meeting shall be sent to all registered attendees. 

Other briefing sessions may be held during the DPS establishment period, the dates of which shall be communicated through ePPS.

Budget and Term

The DPS shall remain established until the 23 September 2030.

The maximum estimated value of the specific contracts envisaged for the total term of this DPS shall not exceed €1,000,000 (excluding VAT).

The maximum individual value of each specific contract shall not exceed Euro €140,000 (excluding VAT).
