Development services for an end to end bespoke system, along with maintenance and support services, to be used by the Courts of Justice in Malta.

Prospective bidders may attend a session of approximately 90 minutes duration, during which they will be allowed to view the PowerBuilder code on a designated development environment under the supervisor of MITA staff. This session is not construed to seek clarifications on the code or the call for tenders in general. Attendance is not obligatory. Interested parties are to apply by sending their request via email to cmd.mita@gov.mt by not later than 16:00 of Monday 12th March 2018, indicating first, second and third preference in respect of the following dates and times:

 

Session 1: Wednesday 14th March 2018 at 11:30

Session 2: Wednesday 14th March 2018 at 14:00

Session 3: Thursday 15th March 2018 at 09:00

Session 4: Thursday 15th March 2018 at 11:00

 

Places will be booked on a first-come-first-served basis and acknowledged accordingly.

Provide services to reengineer the technology stack and propose business improvements to a number of modules that form part of the  Courts Case Management System.

Prior Information Notice

This Prior Information Notice (PIN) is to announce that the Malta Information Technology Agency (MITA) will be publishing a Call for Tender (CfT) for the procurement of development services for an end to end bespoke system (along with maintenance and support services) to be used by the Courts of Justice (Malta) in Quarter 4 of 2017/Quarter 1 of 2018. The procurement is partly funded by the European Regional Development Fund (ERDF) with an estimated total value of €950,000 excluding VAT.

The ICT Case Management needs of the Courts are currently served through a system that was conceived in the early 2000 and built as a bespoke application using architectural blueprints that were current for that period. The application was extended in an evolutionary manner over a number of years. The design and technology stack of the application are no longer congruent with the needs of a modern Justice ICT System that have evolved over the years.

The project will therefore encompass the building, from ground up, of a web based case management suite that is extensible to provide a range of electronic services with a focus on online submission and online interactions with the legal profession.
