The Malta Information Technology Agency (MITA) has published a Prior Information Notice advising the intention to publish a tender to procure network devices, centralised tools to manage these devices together with consultancy and training services related to the devices procured.  The network devices to be procured will be installed in MITA’s Data Centres and in various government offices in Malta and Gozo to provide connectivity to MITA’s Data Centres.  These devices will also need to provide security features to protect Malta’s government network (MAGNET).  In addition, MITA will be looking at enhancing the way through which government users establish remote connectivity to their work resources.  The envisaged term of the contract will be between 7-10 years.

The tender will consist of:

    • outright procurement of core network equipment that will be installed in MITA’s two Data Centres together with 24x7 maintenance and support.
    • outright procurement of centralised management tools to capture logs generated from network devices together with being able to push configuration changes to these devices. The tools will need to be covered with 24x7 maintenance and support.
    • outright procurement of a vpn client to be used by government users to establish remote connectivity together with a management tool that facilitates vpn client deployment, upgrades and reports on the security posture of connected users.  The vpn client and tool will need to be covered with 24x7 maintenance and support.
    • a framework agreement for the procurement of WAN edge network equipment that will be installed within all government ministries/departments.  MITA will be procuring batches of WAN edge network equipment at various stages throughout the lifetime of the contract.  The WAN edge network equipment will need to be covered with 24x7 maintenance and support.
    • procurement of a fixed amount of consultancy hours that will be used by MITA to request the winning bidder’s assistance when required throughout the lifetime of the contract.
    • procurement of training services such that MITA employees can follow introductory and advanced courses related to the equipment and tools being provided by the winning bidder.
